Vermont is a “OSHA approved state-plan" state - that is, its state plan is an OSHA-approved workplace safety and health program operated by the state of Vermont. The state plan covers both private sector and government workers, is monitored by OSHA, and must be at least as effective as OSHA in protecting workers and in preventing work-related injuries, illnesses and deaths. As per the state plan, every employer across Vermont must have a written occupational health and safety program in place covering the 7 core OSHA elements. 21 V.S.A. § 624(k) requires employers with unusually poor safety records to create workplace safety committees. These safety committees are tasked with developing and implementing written accident prevention plans that shall be distributed to all employees
